Safeguarding EU-funded Investments with Integrity Pacts: A Decision-maker’s Guide to Collaborative Public Contracting Monitoring

The Integrity Pacts project has incorporated the voices of government agencies, civil society and the private sector in 11 EU countries, the Czech Republic included. The project’s main objectivewas to ensure the design and implementation of 18 major public contracts while reaching for the highest possible standards of transparency and accountability.

Intergity Pacts are here to help EU authorities to collaborate with civil society and to act as a tool to grow together towards greater transparency and accountability in public contracting. This is especially needed right now, since EU member states have agreed on an unprecedented budget od 1,8 trillion Euros for the 2021-2027 period. That means funding projects that help fullfil communities’ needs, which right now, because of the COVID-19 pandemic, need it more swiftly and efficiently than ever before.

Thus number of projects will be supported by large from the EU funding. This extraordinary influx of funds, along with the need to spend them quickly, significantly raises risks of fraud and corruption. An Integrity Pact is a mechanism designed to help with reducing the likelihood of said corruption and fraud.

Transaprency International Czech republic (TI CZ) is, on the bases of Integrity Pacts, currently running 4 Integrity Pacts, including the cooperation with the Institute for Clinical and Experimental Medicine (IKEM).

This publication has been put together by the Secretariat of Transparency International in collaboration with some chapter organizations, the czech one included, and other institutions and foundations. The publication has been developed in the framework of the project Integrity Pacts – Civil Control Mechanism for Safeguarding EU Funds, funded by the European Comission.


Zabezpečení investic financovaných EU díky Paktům integrity: Průvodce pro zadavatele o monitoringu společného zadávání veřejných zakázek 

Projekt Pakty integrity spojil hlasy vládních agenturobčanské společnosti i soukromého sektoru z jedenácti zemí Evropské unie, včetně České republiky. Hlavním cílem projektu bylo zajistit plán a implementaci osmnácti důležitých veřejných zakázek, a zároveň zachovat vysoké standardy transparentnosti a odpovědnosti.  

Pakty integrity jsou nástrojem pro orgány veřejné správy v EU ke spolupráci s občanskou společností a cestou k větší transparentnosti a odpovědnosti v zadávání veřejných zakázek. To je v současné době potřeba víc než kdy dřív – členské státy EU se dohodly na bezprecedentním rozpočtu 1,8 bilionu Euro pro období let 2021-2027. To znamená směřování fondů EU do projektů, které mají splnit potřeby komunit. Ty ale na peníze, kvůli současné krizi, potřebují dosáhnout rychleji a efektivněji než dříve.

Tyto projekty budou podporovány značnou částí fondů EU. Mimořádný příliv finančních prostředků, společně s potřebou rychle je utratit, ale povede ke zvýšenému riziku podvodů a korupce. Pakt integrity je pak mechanismus stvořený pro práci ke snižování pravděpodobnosti zmíněné potenciální korupce a podvodů.

Česká pobočka Transparency International (TI ČR) realizuje v současnosti 4 Pakty integrity, včetně projektu v pražském IKEMu 

Publikace byla vytvořena Sekretariátem Transparency International ve spolupráci s některými jejími pobočkami a dalšími institucemi a nadacemi. Publikace byla zpracována v rámci projektu Paktů integrity – Civilní kontrolní mechanismy pro zabezpečení fondů EU, financovaného Evropskou komisí.
