Fighting Corruption in Central and Eastern Europe

Projekt je realizován v konsorciu s neziskovými organizacemi z Bulharska, Chorvatska, Maďarska, Polska, Rumunska, Slovenska a Slovinska. Jeho cílem je posílit kapacitu organizací občanské společnosti a investigativních novinářů při odhalování korupce ve veřejné správě a při podpoře větší odpovědnosti vlád v odvětvích sociální péče, zejména ve zdravotnictví.

Projekt je rozdělen do tří celků. V rámci prvního celku se věnujeme monitoringu a možnostem odhalování podvodů při zadávání veřejných zakázek a další finanční trestné činy ve zdravotnictví. Druhý celek je zaměřen na implementaci a posílení ochrany oznamovatelů a v rámci třetího celku se věnujeme monitoringu jmenování a střetů zájmů na ministerstvech a dalších institucích v oblasti zdravotnictví.  

Reasoning for pursuing this project

The project is implemented in a consortium with NGOs from Bulgaria, Croatia, Hungary, Poland, Romania, Slovakia and Slovenia. It aims to strengthen the capacity of civil society organisations and investigative journalists to expose corruption in public administration and to promote greater government accountability in the social care sectors, particularly in the health sector.

The project is divided into three objectives. The first objective focuses on monitoring and opportunities to expose procurement fraud and other financial crimes in the health sector. The second objective focuses on the implementation and strengthening of whistleblower protection and the third objective focuses on monitoring appointments and conflicts of interest in ministries and other institutions in the health sector. 

V rámci realizace projektu vedeme expertní rozhovory s odborníky v oblasti zadávání veřejných zakázek, na jejichž základě vznikají odborné články. Dalším výstupem projektu je vydání dvou podcastů, které se dotýkají tématu zdravotnictví, paktů integrity nebo zadávání veřejných zakázek. Aktivně i pasivně se účastníme různých veřejných akcí, kulatých stolů a konferencí týkajících se témat projektu. Dále vzniknou dvě animovaná videa, která divákům přiblíží problematiku whistleblowingu – ochrany oznamovatelů. V oblasti jmenování vedení ve zdravotnických institucích provádíme analýzu způsobu jmenování vedení nemocnic v České republice. Zároveň sledujeme kauzy týkající se této problematiky, abychom upozornili na mnohdy problematické momenty jmenování vedení například u prestižních nemocnic. Projekt ukončíme jednodenní mezinárodní konferencí, na které představíme výstupy projektu a doporučení, ke kterým jsme díky realizaci projektu dospěli. Na konferenci budou pozváni zástupci neziskových organizací, novináři i zástupci státní správy na regionální i celostátní úrovni.

Project objectives

As part of the project implementation, we conduct expert interviews with experts in the field of public procurement, which will result in expert articles. Another output of the project is the publication of two podcasts that touch on the topic of healthcare, integrity pacts or public procurement. We actively and passively participate in various public events, roundtables and conferences related to the project topics. A very interesting and useful output of the project will be two animated videos, which will introduce viewers to the issue of whistleblowing. In the area of management appointments in healthcare institutions, we are analysing the way in which hospital management is appointed in the Czech Republic. At the same time, we follow cases related to this issue in order to draw attention to the often problematic moments of appointing management, for example in prestigious hospitals. We will conclude the project with a one-day international conference, where we will present the individual outputs of the project and the recommendations we have reached thanks to the implementation of the project. Representatives of NGOs, journalists and representatives of the state administration at regional and national level will be invited to the conference.

Dosud jsme v rámci projektu vydali podcast Stošestka, kde jsme přiblížili Pakty Integrity, vydali jsme odborný článek na téma nákupu léků ve veřejném zdravotnictví, dále jsme se aktivně účastnili několika akcí, na kterých jsme mohli představit dosavadní výsledky projektu nebo proškolit desítky zaměstnanců státní správy v problematice Paktů Integrity a Ochrany oznamovatelů.  

Results

As part of the project, we published the podcast Stošestka, where we introduced the Integrity Pacts, we published an expert article on the topic of purchasing medicines in public health, we actively participated in several events where we could present the results of the project so far or train dozens of public administration employees on the Integrity Pacts or Whistleblower Protection.
