Fighting Corruption in Central and Eastern Europe

Projekt byl realizován v konsorciu s neziskovými organizacemi z Bulharska, Chorvatska, Maďarska, Polska, Rumunska, Slovenska a Slovinska. Jeho cílem bylo posílit kapacitu organizací občanské společnosti a investigativních novinářů při odhalování korupce ve veřejné správě a při podpoře větší odpovědnosti vlád v odvětvích sociální péče, zejména ve zdravotnictví.

Projekt byl rozdělen do tří celků. V rámci prvního celku jsme se věnovali monitoringu a možnostem odhalování podvodů při zadávání veřejných zakázek a další finanční trestné činy ve zdravotnictví. Druhý celek byl zaměřen na implementaci a posílení ochrany oznamovatelů a v rámci třetího celku jsme se věnovali monitoringu jmenování a střetů zájmů na ministerstvech a dalších institucích v oblasti zdravotnictví.  

Reasoning for pursuing this project

The project was implemented in a consortium with NGOs from Bulgaria, Croatia, Hungary, Poland, Romania, Slovakia and Slovenia. It aimed to strengthen the capacity of civil society organisations and investigative journalists to expose corruption in public administration and to promote greater government accountability in the social care sectors, particularly in the health sector.

The project was divided into three objectives. The first objective focused on monitoring and opportunities to expose procurement fraud and other financial crimes in the health sector. The second objective focused on the implementation and strengthening of whistleblower protection and the third objective focused on monitoring appointments and conflicts of interest in ministries and other institutions in the health sector. 

V rámci realizace projektu jsme vedli expertní rozhovory s odborníky v oblasti zadávání veřejných zakázek, na jejichž základě vznikly odborné články. Dalšími výstupy projektu bylo vydání dvou epizod podcastu, aktivní i pasivní účast na různých veřejných akcích, kulatých stolech a konferencí týkajících se témat projektu. Vznikla dvě animovaná videa, která divákům přiblíží problematiku whistleblowingu – ochrany oznamovatelů. V oblasti jmenování vedení ve zdravotnických institucích vznikla analýzu způsobu jmenování vedení nemocnic v České republice. Byly sledovány kauzy týkající se této problematiky, abychom upozornili na mnohdy problematické momenty jmenování vedení například u prestižních nemocnic. Projekt byl uzavřen jednodenní mezinárodní konferencí, na které jsme představili výstupy projektu a doporučení, ke kterým jsme díky realizaci projektu dospěli. 

Project objectives

As part of the project, we conducted expert interviews with experts in the field of public procurement, which resulted in professional articles. Other project outputs included the release of two podcast episodes, active and passive participation in various public events, round tables and conferences related to the project’s topics. Two animated videos were created to introduce viewers to the issue of whistleblowing – the protection of whistleblowers. In the area of ​​appointing management in healthcare institutions, an analysis of the method of appointing hospital management in the Czech Republic was created. Cases related to this issue were monitored in order to draw attention to the often problematic aspects of appointing management, for example, in prestigious hospitals. The project was concluded with a one-day international conference, at which we presented the project’s outputs and recommendations that we arrived at thanks to the project’s implementation.

Během projektu bylo realizováno několik klíčových aktivit zaměřených na monitoring a transparentnost veřejných zakázek ve zdravotnictví. Tým TI ČR provedl šest rozhovorů s experty, jejichž výsledkem byly dva odborné články – první o rizicích korupce při nákupu léků v nemocnicích a druhý o nové metodice veřejných zakázek Ministerstva zdravotnictví. Dále byly publikovány dvě epizody podcastu Stošestka, které se věnovaly problematice Paktů integrity a metodám měření korupce ve zdravotnictví. TI ČR také rozšířilo své odborné kapacity účastí na expertních konferencích a předáváním znalostí široké veřejnosti, zástupcům občanského, soukromého i veřejného sektoru. 

Další důležitou aktivitou byla propagace Paktů integrity jako nástroje pro transparentní veřejné zakázky, která zahrnovala prezentace pro veřejné činitele, ministerstva i soukromý sektor. Součástí projektu byly také advokační aktivity zaměřené na ochranu whistleblowerů, publikace dvou osvětových videí, včetně účasti na klíčovém vládním jednání a organizace expertního kulatého stolu k výročí platnosti zákona o ochraně oznamovatelů. Výstupem byla analýza implementace tohoto zákona a doporučení pro jeho zlepšení, která budou sloužit k dalším advokačním aktivitám. 

Projekt se rovněž zaměřil na monitoring jmenování a odvolávání ředitelů zdravotnických zařízení, přičemž výsledky byly publikovány ve dvou odborných článcích. Tyto články analyzovaly transparentnost těchto procesů, rizika dočasných jmenování a nedostatky merit-based přístupu. Výsledky byly prezentovány na mezinárodní konferenci na začátku října 2024, která umožnila sdílení osvědčených postupů a diskusi o reformách zdravotnického sektoru. Závěrečným výstupem projektu byla komplexní analýza postupů při jmenování vedení nemocnic, která identifikovala vzorce, nedostatky v transparentnosti a potenciální střety zájmů.

Results

Several key activities focused on monitoring and transparency of public procurement in the healthcare sector were implemented during the project. The TI CR team conducted six interviews with experts, resulting in two expert articles – the first on the risks of corruption in the purchase of medicines in hospitals and the second on the new methodology of public procurement of the Ministry of Health. In addition, two episodes of the Stošestka podcast were published, which dealt with the issue of Integrity Pacts and methods of measuring corruption in the healthcare sector. TI CR also expanded its professional capacities by participating in expert conferences and transferring knowledge to the general public, representatives of the civil, private and public sectors.

Another important activity was the promotion of Integrity Pacts as a tool for transparent public procurement, which included presentations for public officials, ministries and the private sector. The project also included advocacy activities focused on the protection of whistleblowers, the publication of two awareness-raising videos, including participation in a key government meeting and the organization of an expert roundtable on the anniversary of the Whistleblower Protection Act. The output was an analysis of the implementation of this law and recommendations for its improvement, which will serve as a basis for further advocacy activities.

The project also focused on monitoring the appointment and dismissal of directors of healthcare facilities, and the results were published in two professional articles. These articles analyzed the transparency of these processes, the risks of temporary appointments, and the shortcomings of the merit-based approach. The results were presented at an international conference in early October 2024, which allowed for the sharing of best practices and discussion of health sector reforms. The final output of the project was a comprehensive analysis of hospital management appointment procedures, which identified patterns, shortcomings in transparency, and potential conflicts of interest.
